Gideon's Reproach

I've been in a few battles now where it seems Gideon's Reproach is constantly being reapplied. The opponent's deck doesn't reflect a used card, and it refreshes automatically before they even match a gem. It seems to auto-reapply at the beginning of each round. Is this intended, a bug, or a cheat? It has so far happened to me twice with both the original Gideon and the Ally version of Gideon. Fortunately cards and combo's lined up for me on one that allowed me to win, the other I had to quit because there was absolutely no chance to win.

I have screenshots of my last encounter with it, on subsequent turns you see the protected gem moving from one to another as it kills my cards and instantly gets reapplied.

did the opponent have a starfield of Nyx out. this would bring it back at every turn?
