4* Only option for 15CP

Hi, with the glut of 4/5* characters these days I find that opening a pack for 20 or 25 command points can be such a mixed bag, why not make a 4* only option for 15 command points, that way people can continue levelling their roster in a sensible way instead of ending up with a load of 5* covers prematurely that aren't worth selling for the relatively low ISO sale value.

You could still have latest 4* at 20 command points, as with 5* characters at 25 command points.
