regulate the 4 stars that are boosted in PVE

Here's my current problem. In Dark Avengers Heroic you have 6 from my list of heroes boosted yet only 7 3 stars, however the easy 3 stars are the only ones that can even be used given the average enemy level makes the 6 4 stars on my roster at least underpowered even with the boost because quite frankly it's rarer to get 4 star covers than 3s an thus they aren't high level, That said I only see 4 2stars boosted.

In short so that every event is accessible perhaps the number of four stars boosted should be regulated to like 2, the featured 4 star and one other. The available boosted slots should be for more easily obtained characters, like the 3 and 2 stars.
