MPQ resets temporarily after Steam update (since r103)

Hi,

I do have a Steam account in Germany with English Steam UI and therefore English MPQ interface. Since about two weeks sometimes the game fires up from the scratch (intro fight with Ultron) and German interface.
First time I was pretty anxious about seeing my progress completely lost. Restart of the game does not change anything, as well as checking the cache of the application via Steam application settings. Apparently this issue is only solved by restarting steam (closing it via system try -> exit).

I assume this happens after a steam update and might be related with steam cloud synchronization.

By the way: why is this game synchronized via Steam cloud, as it is obviously running (almost) entirely on a server (for also obvious reasons)?
