Chandra PW Ability

The first PW ability on Chandra has gone back up to cost 6. I didn't see this in the patch notes, so I think this is a bug rather than an intended change - but correct me if I'm wrong.

    It was a bug when patch 1.5 hit that made it revert to 3. JC said it was going to be fixed again to 6 last week.
