Scaling in Heroic: Juggernaut was bugged

Looks like scaling in the last PVE Heroic: Juggernaut (2016-07-04 to 2016-07-07) was wrong. I think it was also wrong for the previous one, where I remember KP sub was also super hard.

The bug is that it looks like that for the second and third sub is using all roster characters for the calculation of the difficulty levels OR that is scaling the difficulty levels too much based on the performance on the first subs (some users have complained just about the third sub, so maybe it is performance related and not roster related). Some numbers:

My Avg for the third sub was 255 but my enemies were 325
Another user has reported that his Avg roster is also 255 but he was fighting 242 level enemies instead.

For me, these nodes were classified as "Deadly", I don't remember last time I saw Deadly nodes. Something is obviously wrong in the calculation of the difficulty levels of this event.
