Because they couldn't get permission to use Haley Atwell's likeness?

It's still very common in media today (especially comic books and video games) to restrict female character designs to one basic look. Men can look like anything - compare Jugs to Cyclops to Daken to Hulk - but women can only more or less look one way. Check out every Disney princess since Rapunzel, for example. Overwatch is another great example, especially the original roster; there's a great pic of all the silhouettes for all the characters floating around that makes it very obvious.

So yeah, you get a LOT of "sameface" syndrome in this game. It was worse back when it started; all the old female characters are extremely similar. At least we've gotten a few Squirrel Girls and Kamala Khans since then.

We want her to be like Ryan Reynolds, Chris Evabs, and Ben Affleck. Ubiquitous superhero.

I never figured out why Yelena looks like pam Anderson. I figured pam played Yelena in some show or movie but I haven't found it.

Some truth there, but in this game in particular there are more factors at play, its not just artists being 1-trick ponies:
I think there's a HUGE amount of sameface going on, and certainly you have some factors that don't help. For example, there are very, very few female characters, and most of them are the same characters (Storm, BW). But it's not just Yelena vs. BW: it's all of them. Check out these images:

Every one of those is the same face. The later ones are a little more detailed (the earlier ones are EXACTLY THE SAME) but they're all the same face. Moonstone is slightly thinner and Switch is slightly wider, and some have slightly different expressions, but otherwise they are identical.

Here are some of the guys.

SO much more variety with just a few examples.

They didn't seem to have a problem with that below the shoulders.
