When should I start leveling 3*

I'm a solid 2* player with 11 champed 2* ranging in level from 117 (Storm) to 101 (Ares). I'm starting to wonder at what point should I think about bringing some of my decent covered 3* up to level 94-100 (I read somewhere this was a good soft cap area for 3*). Before I joined this site I was idiot and spent iso leveling a few 3 & 4* early on. My best covered 3* are:

Storm lvl 40 11 covers
Hulk lvl 50 8 covers
Cpt Marvel lvl 55 8 covers
Cap lvl 40 8 covers
Colossus lvl 40 7 covers
Hood lvl 40 7 covers

I know most of those aren't top tier 3*. Should I wait until I have some of the better 3* covered before I start pumping iso into them?

I used a tiering system. this was before some changes happened, but popular tiers when I went through were levels 94, 104, 120, 140, and then 166. 94 just put them at the same level as the maxed 2s. 104 put their match damage nearly equal to the 2s back then - that meant you could arrange your team for tanking nearly on equal terms there (note that championing changes this). 120 is relatively cheap to level 3s to - the leveling costs increase substantially past 120 compared to before 120. and 140s boost to level 200, which was a good level for use in pvp back then. things are a little different now - not sure about match damage any more (adjustments have been made and championing raises 2s higher), and level 200 isn't scaring anyone I don't think, but might still help down where you're playing. with champing, everyone wants to get good, covered characters champed asap. I recommend starting with only the best characters - fist/cage/mags/cyke/kk/panther/cap/etc (vision will also be in this group if he isn't changed when you get him covered). support like im40/witch/hood/loki are really important too, but might not require maxing super early. hope this helps.
    I'm not sure how much assistance your 3s will provide just yet (storm might), but it won't hurt anything to bring some up to 94 or a little higher. if you just have extra iso (and where you are in the game is about the only place iso will build up much) and want to use it, go for it. at 3 covers storm's black won't be very strong, but might fill some boards to take out some traps (against ninjas, doom or Elektra), and might be ok with strikes from daken or axw. storm's best move is her green though, so that conflicts with axw. hope this helps.
