Wrong loyalty setting for Opponents in QB

Just played a Lilianna who's Raise Dead cost 18 Loyalty.

Also an Aniji who has the 6 for first loyalty, 9 for second.

    For Liliana, wouldn't the 18 cost be higher if the skill wasn't maxed? Mine says 15 and my Liliana is level 60.
