4Pool's X-Enforcer Not Triggering When Phoenix is Downed

I've been using OML/4Pool/Phoenix a lot in the current ISO-8 PVE event, and I've noticed that when an opponent uses an AOE attack that downs Phoenix (her first time being downed), 4Pool's X-Enforcer passive will only trigger one time (for the damage to OML). I've paid careful attention to make sure that there are available black tiles to turn into the countdown.
