Balance issues?

I haven't found this in my search but doesn't it feel weird that you complete a mission with lvl 148 Lieutenant, lvl 147 Commander and lvl 147 Soldier to unlock a mission with lvl 34 Assassin, lvl 33 Venom and lvl 34 Yelena??? This makes no sense at all! This is specificly "More fodder" and "Clever girl" in the Alaska sub-event in my case but it isn't the first time when "progress" just doesn't feel right. Anyone that can beat the first mission will just feel like the next one is a complete waste of time...

    You would figure also for 280 points you opponents would not be over level 130 for all 3. I'm not sure how that makes sense.
