Level Up icon missing?

Running on Android, found that some of my characters that could level up if I had the resources are no longer showing the level up icon in the upper right. Seems to be recent, isn't on all characters, just some (I can dig them out if you want).

    If you don't have the iso to raise their level, the icon does not show up.
