Why can't I post in the forums, besides this section?

I had to create a new forum profile today because I can't remember the password for the one I created back when I played Marvel PQ a long time ago, and every time I've tried to have the system send me a password reset, it never sends me the email.

Anyway, I created this new profile today so that I could finally post some questions and deck-sharing info, but when I initially tried to post something in the deck building category, I got an error with something like "You are not allowed to post in this section." After that, the "Post a New Topic" button is missing in every section except this one.

I don't know what it is about the forum system you guys use (it's just a semi-tweaked version of some standard, isn't it?), but I remember being frustrated with it back when I first created an account for Marvel PQ, and maybe now I know why I never ended up using it. Seriously, what is up with this forum?
