PvP tournaments and 2-star covers

Why not just get rid of the character specific covers and replace them with heroic tokens? Clearly the intention with the new reward structure is 3-star covers or bust. But are many of us really enticed by a single, specific cover? I'd wager the majority of players would rather have a token. Unless you absolutely need that cover reward because you're leveling said character.

Maybe I'm putting the cart ahead of the horse since all we've seen are C. Storm in that range so far. But it seems to me that the intention is to bypass 2-star teams as quickly as possible and get us all into 3-star territory.
