Use of CP?

So, I have a fairly deep roster of 3* champions (17) and have more that are close to champion covers, if not level. I'm working on a 4* roster, and have at least one cover of nearly all of the 4* toons.

At this point, does it make better sense to spend CP on random draws, or to spend the much higher cost to specifically raise one character who is worth an investment? My highest 4* is ghost rider (9/13), but I have several other 4* that are fully covered. None of my 4* are leveled very high at this point, so that's not really an issue.

I'm more asking for the conventional wisdom of how to spend CP.

    personally I'd spend cp on classic tokens until you're close to finishing a good pair of the "big 5", meaning imhb, jean, ice, cyke, rulk. you'll need either hb or cyke and one of jeah/ice/rulk. once they get close, then evaluate the cp you have and the cover needs you have. 120 cp is a ton of cp to spend on one cover if you don't have much of the 4* class covered already. once you get more characters covered, you'll start pulling more dupes for abilities you already have covered. once that starts happening a lot, that's when you start considering saving them to either 1) level several key ones so dupe pulls on those don't get wasted or 2) consider purchasing that 13th cover on one of those 'big-5' that will give you the pvp pair you need to really start progressing more quickly. that's kind of how I progressed through, but that was also at a time when 3*s were getting me 1K most of the time and when I added jeanbuster, it became automatic. but I understand its a different dynamic now, so take it fwiw.
