Confirmation date on the Changeover over CP/LT tokens?

Can we get a confirmation of when the odds change in the CP /LT tokens change? I have several LT and I need to decide soon to open now for PHX chances or wait until IM/Cap come into the pool.

    Not enough ISO to champ 4* in my case.
