Is Tezzeret broken?

Having spent hard earned on this character, I'd expect him to be playable. However, no matter how much mana I accumulate, His abilities will not power up?

If you mean he is slow at mana gain/loyalty gain this is not the right section to discuss(and to me he looked fine in that aspect).

If you suspect a bug instead, provide more details...
Last time I used it I did not notice anything wrong about mana/loyalty gain.
