Should I level up my 3* characters?

I've got all of the 2 star.png and have championed them to 100 each but I've left all of my 3 star.png at 94 for fear of level scaling screwing me over for future events. Would it be safe for me to bump up all of my 3 star.png to 100 to match up with the champs?

scaling is based on your 3 highest people... I skipped the entire 2 star and went into 3. the only people i had a 94 was thor wovie and someone else.

ISO is so scarce so don't spend it by leveling all your 3* to 100. In fact, don't bother leveling any 3* until you have close to maxed covers and can bring them to 166. Your championed 2* will always be better than under leveled/covered 3*. Even then, don't bother maxing the 3* unless they are in the top tier too. Save as much ISO as you can for the 4*/5* phase.

So you're saying I could level the 3 star.png characters to level 100 and see no difference in difficulty?

    Correct.

I do not know what you are trying to achieve, though, with this soft-capping. You are expressing a fear of scaling making events hard, but that's not how scaling works. As you get stronger, enemies get stronger, but you shouldn't notice a perceptible difference until much further along in the game. What screws up scaling is if you have a lvl 100 roster and you add a lvl 255 5* to it, or if you max two characters and leave the others at low levels.

I humbly suggest you level up your twos and take advantage of the 17.5k iso that each character will give you in iso, not to mention more 3* covers, HP, CP, and heroic tokens. I promise you will notice little difference in challenge between lvl130 2*s in events and lvl100's, in fact it might get significantly easier for you.

You're safe to level up to 100 but honestly like someone else said you might as well save the iso for now until you have cover maxed any of the top tier 3* (cyke, fist, cage) then start levelling them all equally.

Its only when you've got 1 character who is 50 or more levels above the rest of your roster it will start to mess your scaling

I personally would not recommend leveling your roster ''evenly''. Taking weekly and event boosts into account, your level 100 3* that are mediocre/downright bad may get boosted to become your highest 3 characters and increase your scaling without really contributing towards clearing the heightened difficulty level.
Hence, only level the good 3* that are decently covered.(Unless you're drowning in ISO, then by all means champion all of them)

One ''break point'' which I personally like would be @ level 120. This is when ISO costs to level up start to spike, drastically reducing your ROI (Return on Investment/ISO).

And of course, if you've already rostered any 5* which have a base level of 255, then your scaling is already out of whack and you can pretty much level whoever your best covered good characters are.

Yes, level 3*s. Especially the good ones. Scaling worries are almost always overblown.

I championed all my 3*s, and I'm happy I did. It gives me a sense of progress and achievement, and now I never need to sell a 3* cover again. Since you get one each day from DDQ, plus a few from pvp and pve, it's nice to put them all to use.

Seconded. I started working on my OML, but then decided I am rather happy with my matchmaking and scaling as it is, so I decided to go back and work more on my fourstar roster. I am up to nineteen fourstar champions now, and I am hoping to champion them all eventually (well, maybe not Cho...).
The way I see it, I'll get the investment back in the form of HP and CP from the champion levels, which will help me get even more champion levels... It's snowballing.

Some people are finding that now that so many have lucked out with lots of 5* covers, since there are only 3* PVP's, there is little use for leveling the 4* tier. They need 2 good 5*, and then max each 3* so that they have a maxed/champed required for each PVP to play with their 5* characters.

Some feel that once they hit 5*, it's the 4* tier that, though much more powerful than the 3* nerfed tier, has no real 4* content in the game itself and ends up useless.

That's why I did specify top tier 3* (i even listed some)

I was advocating not levelling the poor to mediocre ones up past 120 or so (some of mine are below 100 ) perhaps I didn't articulate that well enough.

Top tier - take to 166 and champ away
Anything else you can afford to leave at 120
