Cover Cost and Aquisition

With the growing number of covers (99 with 3* Thor), are there any plans to reevaluate the acquisition of character covers? With the growing variance, it feels like it will be increasingly more difficulty to acquire our favorite characters or obtaining the cover we may need in order to allow purchasing of ranks. I would suggest maybe creating 2* and 3* exclusive packs that will help lower the variance. 3* cover pack coming at an increased cost but covering all 3* characters. Also, the purchasing of a unranked skill for an increased cost of the usual cover price (1.5x-2.0x the cost as a suggestion). If you are already looking into this, that would be great.
