Winter Soldier still unavailable in LT-sets

I want to spend my command points in order to get some Bucky-cover but he's still not a part of the legendary token-sets. When will you finally add him?

    New characters are added at the start of the next season. Winter Soldier and War Machine will be added to tokens at the start of season 28.
