Rework Boss Event Rewards

(Been mulling this around, didn't want to necro one of the CW threads)
The rewards for Boss events for Alliance v Progression seem ill-conceived. Here's what they looked like in CW by round, total alliance points, alliance rewards, average points per player, and the progression rewards they would have at that point:
Round 1: 70,000 TA; Token - Event; 3,500 Avg; None
Round 2: 190,000 TA; Token - Event; 9,500 Avg; Token - Standard
Round 3: 540,000 TA; Token - Event; 27,000 Avg; 100 ISO, Rainbow Boost
Round 4: 1,420,000 TA; 4-Star Cover; 71,000 Avg; Health Pack, Rainbow Stockpile
Round 5: 3,220,000 TA; 4-Star Cover; 161,000 Avg; 250 ISO, 2-Star Cover
Round 6: 6,220,000 TA; Token - Legendary Event; 311,000 Avg; 250 ISO, Token - Event
Round 7: 11,720,000 TA; 4-Star Cover; 586,000 Avg; 250 ISO, 3-Star Cover, 500 ISO, 50 Hero Points
Round 8: 20,720,000 TA; 5-Star Cover; 1,036,000 Avg; 500 ISO, 3-Star Cover, 1000 ISO, 25 Hero Points, Token - Event
Round 8+: 1,101,000 Avg; 1000 ISO
Round 8+: 1,228,000 Avg; Token - Legendary Event
I didn't include bleed onto other side but it's enough to clear five rounds so an extra three Event Tokens and two 4-Star Covers for alliance rewards.
So two things I would like to draw attention to:
1st: Progression rewards don't match-up well at all. At the point where you're getting a 2-Star cover from personal progression you have gotten two 4-Star Covers and three Event Tokens from Alliance progression and that trend runs all the way through.
2nd: There's a utility problem. If you're in a low-level alliance--you're going to walk out with Event Tokens and 4-Star Cover which aren't likely to be useful to you for months or years. If you're in a high-level alliance--you'll get Event Tokens, 3-Star Covers, 4-Star Covers, and a 5-Star Cover. All of these, excepting perhaps the 5-Star Cover are likely to be immediately useful. The low-level alliances would rather just have the 3-Star Covers.
I'm honestly not sure what to do about the first problem but here's my proposal for the second:
Currently, Alliance Rewards give: 3x Event Tokens, 3x 4-Star Covers, 1x Legendary Event Token, and 1x 5-Star Cover
Personal Progression gives: 2x Event Tokens, 2x 3-Star Covers, and 1x Legendary Event Token.
I suggest adding a third 3-Star Cover to the total pool and shuffling the rewards such that it looks like
Alliance: 2x Event Token, 2x 3-Star Covers, 2x 4-Star Covers, 1x Legendary Event Token, and 1x 5-Star Cover.
Personal Progression: 3x Event Tokens, 1x 3-Star Cover, 1x 4-Star Cover, and 1x Legendary Event Token.
To make up for the extra Event Token, they could drop the 2-Star Cover or just drop the Event Token ("cough" or drop the Standard Token "cough").
I believe this would help ensure that alliances of all levels get something useful and rewarding in the short-term.
