Alliances and re-spec help

I have been looking for something to tell me how alliances work and where to set them up. Can anyone point me to something or explain how they work?
Also, I heard they added the ability to re-spec. Is that true? I don't see anything in-game that will allow me to do it.

You can only re-spec a character when they have the max number of covers (and can't respec a character who has only two types of cover, but then there's little reason to).
If you have a cover for the power which you want to increase, you can apply that in the same places where you apply it to a character who isn't maxed out. You'll then be asked which of the two other powers you want to decrease (one thing that could be usefully added here is a description of how the power works when levelled down, but that's an aside). Or you could use HP to do the same thing, but a respec is rarely worth that much.0
