TL:DR - Progression easier, placement harder. Personal scaling evens the playing field.

Except it doesn't. If scaling was linear then it would even out. But it isn't, it's exponential. So as levels are increased they get inherently harder and also take longer to kill. So now you are faced with a longer, harder grind while people who are facing lower level opponents can clear them faster. This means that their grinds are shorter which results in more points if both parties are playing optimally (discounting hitting the trivial node ad nauseam).
the real issue with scaling off of only 3 characters is that at 4* play and higher, leveling costs prohibit you from having a broad roster. you HAVE to choose who to max, and generally its a relatively small number of characters. soft cappers have over half their roster available to them as effective options. 3* level players can throw so many different combinations at nodes and if you add covered 4*s at the same level (say, 180 for the 4*s and most of the 3*s in the 170s), you can just play endlessly cycling team after team. boosting affects that some, but it gets really out of whack when you only have 2-3 maxed and 1-2 of them are boosted same week. then its HAS to be those 1-2 characters on all 6 essential/harder nodes. not sure what the solution is there, because nearly every idea can be gamed and is an advantage for some and disadvantage for others. they have said they intend to provide an advantage to leveling your roster, but that also implies a disadvantage to those who haven't, and the iso flow just isn't enough to level your entire 4* roster, so I'm not sure what the solution is.

Just a quick reminder that the only change that made an overall difference under the new PvE test was the lowering of the threshold 25 CP progression award. That's a good change for everybody, and I hope it stays around.

Every other change is a zero-sum game that provides no net benefit to the playerbase, because the awards are based on ranking.
