Are missions supposed to unlock between rounds?

We just hit round 2, but the main boss node is locked, and all sub nodes are marked as completed. Didn't we get a reset between rounds on Ultron, or am I misremembering?

    Ultron, yes. Galactus, no. I'm guessing this is the new standard.
