roster advice 4* transition

I have a decent set of 3* champs, but most of my 4 stars are still not cover maxed (at least the top tier 4 stars). over many seasons of hoarding I have accumulated 575CP. No LTs hoarded though, opened them all. And like every other person in MPQ, not enough ISO.

With the upcoming civil war event, I decided that I need to spend all my CPs. As much as I like 5 star IM, I do not wish the 5 star pool to be diluted further, if I were to pull LTs.

But at the same time, I am very tempted to spend the CP stash on specific covers for my top tier 4 stars. I did a rough calculation and came to the conclusion that more than 1 in 4 4 star covers I pull will be useless (either champ levels or already cover-maxed). Additionally, pulling covers for 4 stars where I have less than 7 covers is pretty useless for my 4 star transition as well. In short, what I need is what I call the 'Power 5' in 4 star land: IMHB, Iceman, JG, Cyclops and Rulk. That in mind, I'm seriously tempted to spend the CP on HB, Cyc or Iceman covers, that hopefully will make my PVP life a lot better and easier.

In short my options:

1. Buy either 2 HB covers, 2 Cyc covers, 4 Iceman covers, or a combination of these.
2. Spend all CPs on Classic LTs (28 pulls)
3. A combination of the above.

Or does anyone have any ideas how I should progress?

    The Legendary tokens odds won't change for at least a month, the devs said it wouldn't happen until after the second Civil War run. I suggest using that month to collect ISO and get more fourstars maxed, then buying as many Classic tokens as you can Before the odds change. The more champion levels you get out of it, the better.

    Since my last post, I have turned in all my CP for tokens (sadly before the increase in the odds for 5 stars), and spent 120CP for my final IMHB cover to champ him. Roster has been updated.

    Now I have no more CP, and just barely enough ISO to max one more 4 star. Which 4 star should I max next? I'm thinking 4Cyc, Iceman (not cover maxed yet but he will be when Mystique comes around in DDQ in about a week), or Quake (I have a spare cover for her lying around about to expire). 4Cyc and Iceman has been firmly established as top tier 4 star, the question is how good is Quake? The general opinion is that she is pretty good, which I agree with, but is she top-5 good? Is she worth maxing before 4Cyc or Iceman, considering my only maxed 4 stars now are IMHB, 4Thor and X23?

    I would suggest Iceman because he is just so powerful. Just like 4Thor, he and IM40 do some real work especially when he is boosted.

    I'd order them
    1 - ice
    2 - cyke
    3 - quake

    I agree with madok ice is just too good. he and im40 are just so fast. basically 2 yellow matches and a green match can nearly end the game. I still climb in shield simulator with ice-40 with OML and I have lots of 4* options available.
