problem on pS4

Hi all,

i have gained all the characters on MPQ on PS4, and all have their power at max all but STORM Mohawk /MAGNETO Classic/Wolverine X Force ; they are stuck on 10 power for Storm, 11 for Magneto and Wolverine.
what do i have to do to get their power at the max
