    In the original The Hulk, it was not possible to get The Hulk until the global point is reached. He is only avaiable in the Gamma Bomb tokens which are unlocked (for purchase) for meeting the global points requirement. Gamma Bomb tokens are also given out as prizes in the set of missions that show up after Hulk joined your side.

    I believe the special event tokens have the same % of getting 3*, but with the 'powered up hero' requirement that means they can only be The Punisher, Spiderman, IM40 (not sure if he was a powered hero last time), and add Hulk in the Gamma Bomb token. Back then, people didn't have enough covers to build 3 Punishers, so you can see this is a very favorable setup of possible 3* heroes.
