Time for a hero to heal shouldn't change with levels

At first, it makes sense for a hero to take longer to heal as they gain more health with levels. However, the matchmaking system ruins that logic. As you get stronger, PVP matchmakes you against stronger enemies (well, it always did that. I don't miss the days of seeing 166 rares offered against my sub-94 2-stars) and PVE scales up, so you'll take relatively the same percentage of damage to a hero's health pool, but take longer to heal that damage. Healing times of over 6 hours are common to see on those leveled-up characters while they were less than half that originally, and people with heroes at those low levels, with appropriate level enemies, do their fights and have characters available and ready much sooner, but are competing in the same tiers.
Point short, a hero should take the same amount of time to heal, regardless of level.

Presumably they do this from keeping characters with 50% more health than others from being usable for longer without being healed, and then healing up in the same amount of time.

Higher tier characters do, in general, heal faster than lower tier characters with the same health lost (and generally have more health as well) so this does, to some degree, already happen.

Thing is, you have two players. One has a team of three at level 70 that fights a level 70 team. Team loses half health and takes an hour or so to heal. The other player has a level 140 team and fights the same mission, scaled up to 140. Losing half health, the healing time could be three hours instead of one. Both get the same rewards. Both get the same amount of points. The one with "stronger" heroes is out for longer.
