Quick battle matchmaking

I was under the impression that during a quick battle match you should be matched with PWs that are within a level range of the one you are playing. Recently though when using a level 4 PW about 1/3 of the time I am match with a level 50 PW making the mission impossible. Granted I have 2 level 50 PWs but I am not using one of them for that mission. Is this working as designed?

    I just had a fight in QB and the other player was 12 levels above me. That seems a bit much even.
