Hulk PVE: leveling Frank

Okay, so my Frank is 3/5/5 at lvl 30, and I have 45k iso saved.
Here goes: should I use that iso to level him? Im concerned it wont make him high enough to be viable so it could be a waste of iso, that leveling him will reduce the boost granted, and Im sure there is something Im not thinking of.
Thanks for the advice (preferably with math attached)!

Depends on your roster. Consider boosts in PvE as increasing your character's level by X, so franks boost in the hulk event would have the same effect as adding say 50 levels to him, so it would be leveling Frank from 80 to whatever amount of levels 40k iso gives.0 -
Spose I should have clarified the "viable" comment as comparing him to 2*s. the iso I have should get him to about 83, which is still lower than most 2*s on match damage.
Who would be the best 2*s to pair with him?0 -

He's pretty much a direct replacement for A. Wolvie, so OBW and a random third.0 -
Spending 45k will get him to lvl 79. I think You can easily level Frank up to lvl 60-70 to be viable in the Hulk event. With being powered up, he should be able to deal quite good amount of dmg (Molotov + green), as well as survive a bit (higher hp).
Currently in Hulk event, when there's no Team-Up, I run a party of him (lvl 110), maxed OBW and Storm*. Works pretty nice with lower (less than 110lvl) enemies and any grunts-only matches.0 -
Irrespective of the current PvE, Punisher is a very useful character who can fulfill many roles. He can output strike and attack tiles, his green offers you some board shifting and the chance for cascades (though I'd much prefer to be able to aim it myself), and his red can take down even the biggest health characters when they get to 40% health. He's a well rounded character I'm looking to take up to at least level 100 in the future, so it's certainly not a waste of ISO if you level him now.0

He is able to deal enormous amounts of damage, as Strike Tiles + Attack Tiles make an amazing synergy.

Punisher is there for his red and black. The red usually just for the %, so his lvl doesn't matter for that. The green for the board shake and the strike tiles. The tiles aren't considerably different between, say, a lvl 80 and a lvl 100. I think it depends on how strong your other characters are. I've been saving iso for xforce for a while and so my punisher has been around 80-98 for the last month and, while I can feel a difference between the two, he still functions much the same on my team. Magneto does most of the heavy lifting and the forced character is either a boon or sucks. So basically, the question is do you have someone else who can do enough damage to drop the opponent down to 40% or less, take advantage of strike tiles, and has decent health to go with punisher without relying heavily on green and red?
Personally, I am a fan of punisher. He is great for pve and decent enough a use of green and red in pvp. I don't think he is a waste to lvl up at all. And like I said, he doesn't rely as heavily on lvling to be useful to your team as most other characters do. Extra hp AMD strike tile damage is helpful, but it won't make or break how useful he is for your team, imo.
As for best to match him with I would go with obw (argueably op for a 2** and she covers colors that 2** have a hard time hitting atm) and either ares (covers yellow for you and has high hp....also is probably the best 2** defensive deterrent atm), thor (kinda an ares light with a way to help you build some more green...you are better off with ares) or m.storm (if we are not talking about PvP).0
