Cover Deck Pics

I always assumed that all event-related time limited Cover Decks only contained covers for characters that were pictured in that Deck's GUI pic.
I bought a Swift Justice Cover expecting one of the character's shown but received instead a Green Patch. I was only hoping for an IM49, Hulk, or DD.
The GUI pics, just a pic not a rule?

    It's representative of who is in it, but not exhaustive or else the Heroic pack would only have 4 characters in it. icon_e_smile.gif The text underneath is a more concise description.
