forum reorg suggestion

Since these forums are relatively sparse I think collapsing a few forums together would make sense. "Tips" could be combined with "Deck Building" (you could call the result either "Tips & Guides" or "Strategy") and "News" could easily get folded into "General" - anything in News is posted in General anyway (where it can be commented on) and there's hardly ever any news, which makes it even less useful.

Maybe with fewer subdivisions it will help concentrate the people who are here.
