Realistically, there should be more 1* than 4* characters?

Right, and in the meantime if you want players to focus on the 4*-5* transition 3*s should be much easier to get. Taking 2*s out of Heroic Tokens would be a helpful first step. Though I still think split tokens might actually help quite a bit too but for some reason they actually already have been outspoken about being against that as an option.
