What would it look like if you didn't need to hit cap-level to champion your character?

You could use your extra covers to level your low level characters (cover value becomes levelling cost).

What would happen if you didn't have to fully cover a character to champion it?

You could then reshuffle your covers so you never have to scrap a cover because you've reached 5 in one colour.
