PVP levels

I'm not a hardcore MtGPQ player as I spend most of my time on the Marvel side but I enjoy this game, too, and do play daily. My question is about the PVP part of the game.
With Marvel, there's a scaling system that means I'll given opponents who have rosters roughly equivalent to mine. With MtG, that doesn't seem to be the case. I mean, sometimes it is, but many times it isn't.
Four out of my five Planeswalkers I've kept at level 2. Like I stated, I'm a casual player. When one of those level 2s is assigned an opponent that's level 4--well, OK. Sometimes I even win those. My level 2 versus a level 10 is an intellectual challenge but pretty much doomed. Level 2 versus level 40 (or thereabouts) is just an insult and it's happened multiple times.
So how are my PVP opponents chosen? Is the system looking at all five of my Planeswalkers and averaging them (which still wouldn't generate a 40) or what?

Hey Jeff,
First off, if you're at level two and you're facing level forty, you're up against a max level/low level bug that has been around for at least two months. It only affects some accounts, and some characters belonging to those accounts. I personally only ran across it once back in the first week of February IIRC. The devs encourage you to please file a bug report with your UID if you hit this bug.
In reality, you're only supposed to face PW within five levels of you, either up or down. At level fifty you'll never face anyone lower than 45, at level 25 you're facing 20-30, etc. This made things intensely unfun earlier in the battle system when the pool of high-level players was much smaller - you'd battle the same tinykitty six to eight people for 100+ battles, but that's getting better now I think.0 -
