How best to invest in roster development now?

I'm approaching day 730 with that first SS cover 4 days out now. I have plenty of HP; rostering him won't be a problem. He won't kill my scaling either since I can usually handle events with the boosted 3*s I have, plus I already have a few characters around or over level 200. This is to just give you an idea where I sit.
That being said, I'm unsure on the best way to progress from here. Overall, I am a pretty casual player (2 part time jobs and full time college courses will do that...), but I do play DDQ daily and generally place T100-T200 in each PvE and PvP event. If the bracket is right, I try to find the time to push a little harder.
I found a great alliance that is much better than my starter, usually T100 in each event. I can hit the 25 CP progression in PvE events with little difficulty even on tight schedules. PvP is pretty easy to reach 800 points, but beyond that I start to hit a wall with the nerf of the 3*s and being a 3-4* transitioner. I managed 1k in the Mags test event and almost hit 1k in Patch's, just fell a little short for that XPool cover.
Anyway, I am trying to figure out the best way to keep my roster moving. The 4* progression is slllllllllllllllllooooooow, maybe a cover a week, and most of the time it's on someone I don't care about (black Elektra today, hooray!).
Here is my roster.
Based on this info, would you recommend working on champing any 3* characters who are close?
Would you keep hoarding ISO for the if/when useful 4* covers may actually arrive?
I'm sitting on about 150k ISO right now with only a Luke Cage and LCap cover in my queue.

Hello, I'm in the very same transition you are, day 731.
Of the two you listed, I'd say Luke Cage is worth championing for utility outside of just being a LT; he's part of my DDQ team and helps keep the health pack count high whenever he's available.
One of the reasons why I would not recommend championing LCap at this stage is because I've noticed your 4* Thor, and being a similar color scheme as LCap, will easily be your go-to character.
So, personally, I'd say champion Cage, then horde ISO until you get more 4* covers (really hoping for that 5th red on Thor for you, it helps out a lot).0 -
Champing Luke isn't really an option at this point. He's at 140, but I don't have the covers to bring him to 13. I have a 6th yellow in my queue. I just mentioned the covers in the queue for completion's sake in case people wondered what I'm sitting on. Agreed that LCap might not be the best investment, but he's good against goon nodes with IM40 too... so idk.0

You are far behind the 4* game so I would try to maximize the amount of 4* covers one can get. How? By going hard at CP. Placing top 100 in PvP doesn't really help if you don't get 1k points. I suggest you play for 1k when you have good boosted 3* and try sniping for placement (to get extra CP and ISO) when your boosted 3* can carry you over to 1k. Play PvE to get progression CP and all CP in the nodes. Slowly you should start getting the 4* covers.
Select 4-5 4* that will help you the most and ignore the rest. Thorees is great with IM40 for reaching 1k in PvP but you might need to boost Yellow and maybe all colors for quicker fights over 800 points, still - you need to max her when you have a chance as 5th red would help a lot. The others top ones are far behind (Iceman, RHulk, Jean Grey, Hulkbuster - the foundation of 1k game). You could move them up when you have a cover to keep them at max cap. The other 4* - you can pretty much ignore unless the covers allow you to go to 150-170 (that helps with the 4* DDQ).
Having said that - you don't really have a better way to spend iso than champing your 3* (for more LT tokens, and more 4/5* as a result). Start with the ones that could help the most in the PvP but without many more 4* covers there is nothing better for your iso.
But you are lucky that you have such an amazing alliance to help out (so keep asking for TU - they can help you get to 1k in PvP as well to finish the fights quicker). Make sure you use Deadpool every day to have the points for whales ready in case the most needed 4* is at 1k.0 -
also, I'm not sure about your hp situation and the resources you have available. if you have access to some hp, targeting certain covers at the 1K mark and hopping just for the ones that are worth it will help push things along.0

It seems like my thinking was along the right lines. Think I might champ Cap and a couple others as the covers come in. Still waiting on KK and IF covers, those have been a serious drought for me since they came out, finally finished SW just a couple weeks ago...
And to your point Moose, I have about 4500 HP, picked some up from the sale to help hop. My noob alliance was killing my development because only 6 people played any kind of regularly, and I had the most developed roster by a long shot. My new alliance has been amazing.0
