X-23 Savage Healing

I've noticed that X-23's Savage Healing doesn't work when it's the finsh draw.
But Deadpool's red is working even it's the last action.
Is this intended or a bug?

    Ahhhh, okay!

    It's quite eligible for passive damage abilities...
    But for healing it's sad icon_e_sad.gif
