It seems certain characters are better with unmaxed powers. However, people usually don't find that out until it is too late. Is there any way we could simply destroy covers and downgrade powers without being maxed? It would be very helpful.

    Or just redesign the heroes that suffer from this so leveling up the power is not bad. Honestly leveling up a skill should never make it worse.

    There's only one character I can think of that's arguably better without a 13/13 build and that's IM40.

    This thread viewtopic.php?f=14&t=1789 lists a few characters better unmaxed, including MagMN, IM40, and possible Venom & MBW.

    Even better would be a way to unlevel characters so we have better control over who attacks and who hides as we change team members
