5* Character Criteria

The addition of 5* characters is interesting, but the choice of characters doesn't make any sense. Silver Surfer and Phoenix make sense because they are cosmic characters. But Green Goblin? Black Suit Spiderman?

    5* is not a power tier, but a rarity tier. If it was based on power alone, most of them characters would not make sense.
