Hidden Caltrops prevent IM40 recharge countdown tiles

From what I understand, visible special tiles are supposed to overwrite and disarm hidden trap tiles, however I just fired a recharge and only one countdown appeared, when there were two available yellow tiles. This was against Kishu, so I can only imagine that it was a caltrops that prevented it.
