I haven't had much luck figuring out appropriate damage levels yet and I didn't want to just copy the damage from another character, so I left it blank for now.

Level 2: Deal {} damage
Level 3: Deal {} damage and stuns for 2 turns
Level 4: Deal {} damage
Level 5: Deal {} damage and stuns for 3 turns

Coulson makes use of his contacts to call in superhero reinforcements. Select a team-up ability. Activate it at no cost.
Level 2: Reduce AP cost by 1
Level 3: Reduce AP cost by 1
Level 4: Reduce AP cost by 1.
Level 5: Reduce AP cost by 1. The team-up is locked for the remainder of the match but not consumed

Coulson plays to the strengths of his team, selecting the perfect partners for a given mission. Convert up to 3 Team Up AP to AP in your strongest color.
Level 2: Convert up to 4 AP
Level 3: Convert up to 5 AP
Level 4: Also gain 3 AP in your second strongest color.
Level 5: Gain the same number of AP in your two strongest colors


Notes:
The blue ability was the first thing I thought up for Coulson. In the comics, he's the liaison between SHIELD and the superhero community, calling them in when they're needed for specific missions, so having Coulson based on team-ups made sense.

I'm concerned that the yellow might be too powerful at level 5 (7 Yellow AP for any team-up), but I wasn't sure of a good way to phrase it so that the team-up is still locked for the rest of the current match but you get it back at the end.
