Phoenix - Revival AP Change

Phoenix is now reviving with no AP cost changes to her purple or red.

Before it would go from 7 purple and 9 red to 8 purple and 6 red.
Now it just stays 7 purple and 9 red all the time.

Is this a bug?
Intentional?
