Noob roster crunch and 3* transition questions

I'm on day 95 of this game, with a bunch of championed 2*s, a few marginally useable 3*s, and some difficult decisions I would appreciate advice on. My roster is up-to-date in the signature.

First, I'm out of roster space (and hp for more slots) and have a few covers close to expiring in my queue:

Scarlet Witch
Ragnarok
Squirrel Girl
Miles Morales
Nova
Star-Lord

I definitely want to roster Scarlet Witch, and I assume Miles and Nova are worth a spot as well? Am I making a mistake selling Ragnarok and Squirrel Girl? What about Star-Lord?

I can hold the Nova cover until the current Hulk PVE ends and then sell Hawkeye (2* essential for hulk), but who should get the axe for Miles and Switch? Some possible candidates:

Elektra
Bullseye (getting lots of covers but seems to suck)
Psylocke

Next, my Hulk is level 120 and 5/4/1, due to lousy luck on black covers. I have 2 more green covers in my queue and I'm on track to top 50 the hulk PVE, netting one more of each color. I have about 40 CP and 300k ISO stockpiled. I'm thinking of using 20 CP to add a black cover so that I can champion him, respec, and not waste the extra 3 green covers. My questions are:

1) is this a shortsighted waste of CP and/or ISO? I figure I can get a LT from championing him, so the 20 CP is kind of a wash, but I would (eventually) get that anyway?

2) Will having a 166 Hulk on my roster throw off my scaling with everyone else around 120? I don't want to make things too difficult since I don't think Hulk is that great a character to carry a team.

3) In general, I've been training whatever lvl 3 covers I get, optimal spec or not, and counting on championing to fix the abilities later. Is this wise?

    witch is a must. nova I like, but mine's only minimally covered - no idea where he fits in the 4* tiers. he's not a bad character at all I don't think. I'm not a fan of miles. to me, witch and nova are both needed. the loss of rags and squirrel covers won't hurt that much. starlord is consensus bottom tier of the 4*s. I would not consider selling bulls, but psylocke would be candidate for me. Elektra is a personal preference thing. I like her, but truthfully don't play her much unless I have a couple of muscles to deal with and I just want to tinker with it.

    I don't think I'd take hulk to 166. those covers will come and him way above everyone else would not benefit you like, say, steve, or fist, or cage, or cyke.

    1) those covers will come, but rng sometimes is fickle. I never got my 5th black - he's the only 3* I had to respec when I champed him, to there's always a risk with rng
    2) yes and I agree
    3) with your 2* champs, 120 is cheap and won't affect anything for you. 130 would not affect scaling either. if you have the iso, I'd take every to 120 and bring the stronger characters up with your champed 2*s as they rise. when you have a good bunch covered and have the iso, then take a group to 166. those LTs aren't going anywhere. they'll still be there when you're ready.

    I think I'd save that cp for later. and I would not be opening LTs. or really any tokens until you have hp to roster a pull on a new character. that's hard to do, but it helps not have to throw stuff away.
