Sending gifts to All of my fb friends

Right now, I have approximately 1000 mpq fb friends. However, I can only send gifts to around 100 of them. I would like the gift-giving mechanic to be updated so that it sends gifts to all of my mpq fb friends. I have a lot of fb friends who send gifts to me, and it never allows me to send gifts back to them. That makes me sad! Especially when they are members of my alliance! I'd love to prioritize giving gifts to members of my alliance, as well as people who give me lots of gifts.. I'd love to return the favor.

    It does certainly seem selectively random. There's a few people in my alliance I've been friends with for just under a year and I've never been allowed to send them anything.

    Would be interesting to know what criteria is used.
