Rewards for new character release - T150-200

Why is this? With a normal PVE (i.e. Just completed Venom Heroic) those who finish in top 200 all got at least one 3* cover (Doom in that event, pretty good). BUT in the new event, those below 150 just get a 2* cover (Cap). With a new character, I assume more competition. Thus harder to get in top 150. Thus, why not lessen the blow of missing the new character, if only a little, with a 3* cover for those people in the 150-200 tier? Is this designed to create more excitement? Or is the top 200 3* only with the Heroic event?

    that is strange. im betting its an oversight. no reason not to pay a three star all the way down to 200.

    Given that a 4* is not usable with almost no covers, maybe they need to increase the range for giving out multiple covers and separate placements more with iso/hp/cp than with additional covers e.g. t50 gets 3 covers, t100 gets 2 covers and t150 gets 1 cover and then t200 gets a 3* cover.
