Retaliation nodes in versus mode limited to 3?

I hit 1k in Balance of Power yesterday and decided to let myself freefall. Today, I wanted to do a end of event climb to get back some of my lost points only to find out the retaliation nodes have been limited to 3. That is, there are none stacked like previous events. Is this a bug or intended change in functionality?
