How to Champion?

So I either I have a bug, or I am stupid. How do you champ a hero? I have hulk at lev 166, a new hulk cover, and 40K ISO. How do I champ him?

    Open hulk from your roster. On the screen where you'd normally increase his level should be a button that says Promote. That will make him a champion and let you respec his powers from his powers tab. To add covers for levels, you can either press the Add Level button that replaces the Promote button, or directly from your queued covers page.
