A much as I like Punisher's black cover, I already have five of them and don't need anymore. I would be great if the order the covers were handed out in switched from time to time.
Example:
Currently Punisher's black is for top 45, green for top 15, and red is top 5

What I propose is that everytime Punisher, or any other 3* character, is offered you rotate the order the covers are given. So instead of black for top 45, green for top 15, and red for top 5; you get green for top 45, red for top 15 and black for top 5.

At the rate you keep dumping out mediocre 3* heroes (I'm looking at you T'challa... and you too Daredevil) it is becoming increasingly difficult to convert from a 2* roster to a 3* roster. 3* covers are hard to come by. The more of them there are, the harder it is to get the one you need. It's infuriating when that cover you do need is always just out of your reach.

TL/DR: Please make it a little easier for mid-level players to compete and become high-level players. Or at least stop making life hell for us. (But that's a different rant for a different day)

This applies to 2* characters as well. Wolverine has been the 2* lower-tier prize in a number of events, and he's always been in the same order. (Green being the 46-75 reward, and on down from there).

Actually, sometimes the order changes, even if rarely.
