Sue Strorm Yellow skill Bugged??

Not sure if this is a bug or working as intended but i'll elaborate.

While doing the simulator event and fighting Sue Storm/muscle/hitman, Storm proceeded to activate her yellow skill.
This put her into the back row as the skill states and pushed muscle to the front row.

The issues is that I couldn't swap to the hitman after sue had been shielded. I don't think the skill should be stopping you from swapping to a character that isnt shielded.

Anyone else experiencing this?
