Moonstone teamup

Third time this has happened. There are enemy attack tiles on the board. I attempt to use moonstone team up to switch some of them but it says not enough tiles on board. This time there where an even dozen. Should I assume this team up cover is useless and dump it. Same problem in ISO bro hood. Twice.
